About- The objective of TEC will be to create an Ecosystem for Technology Development in the Universities and to provide a platform to network researchers with other Institutes, National laboratories and Industry. The focus of Centres will be on providing an enabling eco system, process and support system for technology development, deployment and diffusion.

2nd DST Call For Proposals

Summary

DST, India invites application for 2nd DST Call For Proposals.
The objective of TEC will be to create an Ecosystem for Technology Development in the Universities.
The focus of Centres will be on providing an enabling eco system, process and support system for technology development, deployment and diffusion.
The criteria for selection of a University for establishing TEC may be patent awareness, IP holding, MoU or MoA with industry/clusters, availability of proof of concepts, ready prototypes, technology development/demonstration/deployment, incubator activity or other technology related activity.
The primary stakeholder in TECs will be faculty working in University.
DST is planning to establish 6 to 8 more TECs in Indian Universities through the second call.
Financial support will be provided only for temporary staff salaries, consumables, domestic travel and other miscellaneous items.
No support will be provided towards Buildings, International travel and for the routine scientific R & D.
Temporary manpower recruited for the TEC should be paid as per the guidelines of the Government of India.
The posts which are not covered under the guidelines but permissible under projects at host institute will be considered on discretion of DST.

Research/Job Area-

The activities and outputs envisaged through TECs are:

Mining of Technologies being developed at various labs/institutions in and around University and promoting them to technology commercialization level – Technology translation into commercialization
Mapping of technology requirements of MSMEs in and around and matching with the expertise available for fruitful collaboration for product realization – Marketable product prototypes and feasibility of scale-up
Evaluating maturity of the identified Technologies (Products/Process or both) for further development by associating appropriate expertise and facilitating required support – pilot-scale production for market entry
To carry out the Market Study/Assessment of the Technologies for their Market Potential and Preparing reports etc. and form teams of relevant stakeholders to initiate technology development – Technology solutions
To recommend the Pilot stage development & co-development of the technologies with established Institutions/Industries to make the Technology as Market ready product to DST – Potential products in the market in near future addressing national need
Networking with various Technology Development Institutions & Labs for refining of the technologies – Facilitating design and development for commercial prototyping
Periodic Workshops/Seminars in Collaboration with Industries – skill development through certification courses and suggestion for curriculum upgradation
To bring out TEC Newsletter & Bulletin on Quarterly basis (outreach, promotion and awareness) covering the above activities.

Eligibility/Qualification–

The criteria for selection of a University for establishing TEC may be patent awareness, IP holding, MoU or MoA with industry/clusters, availability of proof of concepts, ready prototypes, technology development/demonstration/deployment, incubator activity or other technology related activity as defined by the Committee.

The primary stakeholder in TECs will be faculty working in University. TEC will not undertake any research activity per se. DST will support the TECs to engage competent manpower co-terminus with the duration of support to pursue the proposed activities. TEC will not project technologies developed or commercialized in other programmes of the university or associated Institutions as their success. Its inputs to reach the next level in technology development and/or commercialization must be visible and credibly justified.

Job/Position Description-

Initially TECs will be supported for period of three years with a maximum support of upto 1 crore per year. The progress of Centres will be monitored every six months for two years and annually later. The Centres will be evaluated after three years for continuity and may be further extended for two years depending upon their performance. The proposed mandate, activities, evaluation criteria will be periodically reviewed & modified while evaluating the performance of TEC to have a dynamic program.

TEC is not a departmental/individual PI based activity. Ownership of TEC lies with the VC of University and VC is expected to defend the proposal for TEC before the DST’s expert committee.

DST had already established 11 TECs through the first call (Kerala: Amrita University, Odisha: KIIT University, Karnataka: NITTE University, Maharashtra: SP Pune University, Telangana: University of Hyderabad, Uttar Pradesh: Amity University, Tamilnadu: Anna University, Punjab: Punjab University, Chitkara University, Assam: Tezpur University, Mizoram: Mizoram University). DST is now planning to establish 6 to 8 more TECs in Indian Universities through the second call and preference may be given to the states which are not covered under the first call.

How to Apply-

POINTS TO BE KEPT IN MIND WHILE SUBMITTING THE PROPOSALS

Proposals should be submitted ONLY BY ONLINE MODE

(https://onlinedst.gov.in/). Applicants should register as a PI in DST’s Online Portal. Registered PIs may get an option of “submit proposal”, under which calls are open. PIs may download the Guidelines and Format under the division of “Technology

Development and Transfer” followed by the scheme of “Technology Enabling Centres”.

PI (Proposed TEC Coordinator) should have relevant experience (patents, prototype, technology demonstration, technology transfers etc.).
Activities, achievable milestones, time lines, justifiable budget requirement and engagement with prospective partners, sustenance plan beyond 5 years of DST support should be clearly spelled out

The quarterly deliverables should be clearly mentioned in the proposal in the form of a Gantt chart/ matrix.
