About- India Biotechnology Regulations implemented under Rules, 1989 of the Environment Protection Act, 1986 are dynamic and complementing with emerging technology used for research, product development and progress in science of risk assessment. The project “Establishment of Biosafety Support Unit (BSU)” with trained and skilled scientists with specialization in relevant scientific discipline has been funded by the Department of Biotechnology, Govt. of India and functions in New Delhi to assist in scrutiny of applications received for risk assessment and prepares reports to facilitate decision making by the Competent Bodies.

Eligibility/Qualification–

The positions will be on contract, initially till the duration of the project (31 March 2021) which may be extended subject to extension of the project duration and at the discretion of the Competent Authority as per the requirement of the Centre.

Chief Scientific Officer (CSO):
The Chief Scientific Officer (CSO), will have the overall responsibility for the management of Biosafety Support Unit as per its mandate. S/he will report to Co-Chair, EC, BSU or any other officers assigned by the Chairman, Executive Committee, BSU. An agreement on terms & conditions of the assignment will be signed at the time of joining the aforesaid contractual position.
Chief Scientist (Bio-Pharma):
The Chief Scientist (Bio-Pharma) will function as head of the Risk Assessment Unit (Pharma Biotechnology) and will lead a team of 3-4 scientists. The Chief Scientist (Bio-Pharma) will function under Chief Scientific Officer, BSU and will be responsible for the following tasks:
(i) To assist RCGM (Statutory Body under Rules 1989 of EPA 1986) in scrutiny of the application received for conducting research in biotechnology/biologicals/pharma/drugs etc., in the monitoring of field/lab trials and in streamlining the regulatory functions. The main focus of the unit will be on scrutiny of received applications for the data submitted, protocol followed during the generation of data and other regulatory compliance.
(ii) To develop the draft guidelines and protocols for generating biosafety data to address the challenges raised by the emerging areas of Biotechnology/Biologicals/Pharma/Drugs.
(iii) To analyze the training need for the personnel in regulatory science.
(iv) To provide appropriate scientific information on emerging issues in regulatory work in the areas of Biotechnology/Biologicals/Pharma/Drugs.
(v) To provide other requisite services to RCGM and its Sub-Committee/Central Compliance Committee.
(vi) Any other duties assigned by CSO, BSU.
Manager (A&F):
(i) Supervise and deal with matters related to Establishment, Procurement, Finance and Accounts.
(ii) Work closely with CSO for the management of services commonly required for BSU, development of good management practices.
(iii) Formulation and implementation of financial plan, management of expenses and resource generation.
(iv) Provide supportive leadership in management of junior staff and help conduct their appraisal in a timely manner.
(v) Coordination and assisting in the meeting of RCGM, its Sub-Committees, AFMC, Executive Committee etc.
(vi) Dealing with court cases, parliamentary matters, draft guidelines/technical documents related to regulatory work and coordinate with DBT.
(vii) Any other work assigned by CSO as per requirement.
Scientists:
Scientists of the BSU are required to undertake regulatory risk assessment, risk analysis and examine appropriate risk management strategies etc. They will be involved in scrutiny of applications received for risk assessment, in preparation of report to facilitate decision making by the Competent Bodies, in the development of guidelines and protocols for generating biosafety data to address the challenges raised by the emerging areas of biotechnology etc. and other duties as instructed by the CSO, BSU and Chief Scientist.
