Department of Science and Technology, India invites application for Proposals for Establishment of Women from eligible and interested candidates

About- Science & Technology for Women Scheme was launched for empowering women through inputs of S&T to strengthen their position in the society. Under the scheme proposals are being invited for the Women Technology Parks, the details are given below:

Women Technology Parks (WTP): Are envisaged to act as a resource centre where all necessary support is made available to women from a single platform for providing training, capacity building in various technologies, providing livelihood opportunities and improving the quality of life of the women by reducing their drudgery, better resource management through value addition, etc.

The aim of this call is to attain local self-reliance of women for economic re-growth during Post COVID-19 scenario. Preference will be given to areas rural and peri-urban areas(districts, blocks) in states like Jharkhand, Odisha, Bihar, Chhattisgarh, Uttar Pradesh, West Bengal, North-Eastern states and aspirational districts having sizable population of reverse migrant women, who have gone to their native villages and would like to empower through Women Technology Parks. Eligibility/Qualification–

While developing the proposal the following points may be considered :

  • The proposals should include an initial analysis of the predominant livelihood system of the area of interest, role of women in it and its weakest and strongest link.
  • Accordingly, a bouquet of innovative technologies should be proposed for training and capacity building of the women folk. Beneficiaries should be identified based on stringent criteria. The proposed interventions should improve the weakest link and utilize the strongest link for improving the efficiency of women in local livelihood system.
  • The training programmes should preferably be National Skill Qualification Framework (NSQF) compliant. While developing the proposal the agencies should assess the Skill Gap Analysis Report by National Skill Development Corporation (NSDC) of the area.
  • Focus may be on resurgence of under privileged women, address their health, hygiene & nutrition related issues and any other area specific issues which can be intervened through Science & Technology.
  • The proposing S&T based institution, should have inherent strength in some of these proposed areas related technologies and /or collaborate with local Knowledge Institutions.
  • Sustainability of the proposed Women Technology Parks beyond the project period should be worked out through backward linkages with financing agencies viz. NABARD, District lead bank etc. and forward linkage for marketing the skill and products through district industry centre (DIC) , SRLM etc.
  • Linkages with local Panchayats and authorities should be developed.

NOTE

  • Organizations/Principal Investigator whose project were not recommended by DST under the previous calls under S&T for Women Scheme need not submit the same proposal again.
  • SEED, DST will not entertain basic research proposal and incomplete applications.
  • Please note for women technology parks preference will be given to the areas where there is no such technology park.
  • Agencies should refrain from submitting multiple proposals and in case of ongoing programmes/projects under S&T for women scheme efforts should be made to complete the existing programmes first before taking up new projects.

Job/Position Description- 

Call for proposals for Establishment of Women Technology Parks as a vehicle for economic regrowth in post pandemic conditions.

OBJECTIVES: Women Technology parks are supported under the “Science & Technology for Women Scheme” with the following broad objectives:

  • For development and adaptation of innovative bouquet of technologies, transfer of proven technologies and demonstration of live technology models to address the weakest link and /or strongest link of the livelihood system of women, resulting in significant improvement in quality of life and/or income generation.
  • Innovative Nutrition, Hygiene and Sanitation Technologies of migrant & dislocated women due to COVID-19 pandemic in different stages of women life cycle.
  • Skill development and capacity Building of women using science & technology preferably as per National Occupational Standards (NOS) for various sectors using area specific resources.

How to Apply- 

Application Process: Proposals are invited online in the prescribed format at the portal https://onlinedst.gov.in from R&D Organizations, Central & State Universities, their attached institutions and other S&T based agencies as per the guidelines and format given. The information about the SEED division, format, etc. is also given at the departmental website www.dst.gov.in. The format and guidelines can be downloaded from this website/portal. The proposals should be submitted on or before October31, 2020 along with one set of required documents in soft copy to the Head(SEED).

It is mandatory to submit proposals online and obtain TPN number, file number for future reference. It is mandatory to submit soft copy of all the requisite documents listed in the format duly authenticated by the head of organization. Incomplete proposals without proper documents can be rejected.
